Against the backdrop of the widespread uncertainty regarding the United States attacks on Venezuela, the capture of President Nicolás Maduro, and the declaration by Donald Trump that the US will “manage” the country and “seize control of the oil”, one thing is clear – these actions create a profoundly disturbing precedent.

A Grim History and a New Escalation

The United States has a grim history of interference, invasion and occupation in the region, but this past Saturday morning witnessed its premier large-scale offensive on South American land. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The choice to militarily strike another sovereign country and seize its president – mere days after he publicly sought an off-ramp – carries even broader implications. This ought to concern everyone.

A Nation Left in Limbo

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, commonly thought to have fraudulently won the most recent election. They now face a future of deep insecurity. Mr Trump has indicated that the vice president, Delcy Rodríguez would comply with American demands, and dismissed rightwing opposition leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far struck a defiant tone – and other elements of the headless administration are even more hardline.

From Global Policeman to International Outlaw

A man who came to office promising to abandon foreign wars now says he is “unconcerned about deploying troops”. Renaming the Department of Defense as the Department of War was not merely symbolic. He does not see the world’s superpower as a global policeman; he is turning it into a rogue state.

Flimsy Justifications and Underlying Drivers

No one buys the pretext that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is propelled by the promise of energy wealth as well as machismo, the beliefs held by certain advisors, and the quest for a legacy as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with honourable exceptions – been shockingly muted. That’s not a result of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was notable, but this episode emphasizes the waning power of international bodies.

Mr Trump’s isolationist supporters at home could still pressure him to redirect his gaze inward – but rising medical costs, public anxiety over the economy and other domestic scandals increase his appetite for distraction.

It has been less than 12 months into his presidential term. Other governments may come to rue the day if they fail to speak up today, with the question of which nation is next looming.
