The Former President's Woke Warning Misses The Continent's Real Danger: Economic Stagnation.

The recent US security policy document offers a misguided view of Europe. The document asserts that unrestrained immigration and so-called "woke" agendas pose an grave threat to the continent's identity. However, this argument rests on a serious misinterpretation of the situation. The actual challenge confronting the EU is not societal but technological and economic lag.

A Glaring Economic Gap Separating Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, US GDP surged by 87%, compared to a mere 13.5% growth for the European Union. Over this time, European income per person fell from 76.5% to just half of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, roughly half of the world’s top fifty tech companies are US-based, while only four are from Europe.

The Innovation Deficit: The Core Question

This widening disparity stems from superior productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. In the last five decades, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in the European continent.

This gap raises a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts agree it is largely a contest between two between the United States and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. The EU still lacks a genuine unified investment market, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, there are causes for hope. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Notable analyses on European competitiveness and the internal market highlight the need for sweeping changes.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater levels of commercial innovation.

Europe still possesses considerable advantages: skilled human capital, top-tier schools and universities, and premier research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still significantly boost productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, without decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
