Sheff Wed Confronts a 'Significant Problem', States Football Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties represent a a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, its new chair the official has declared.

Through a comprehensive talk, the regulator, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

Kogan met with four fan organizations associated with the football team this week.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the historic institutions for football in England and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the football authorities in June, blocking the team from conducting any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Regulator's Perspective

Kogan said: "Our role exists to serve the Owls followers, other clubs in similar situations where people are committed to a local institution that has represented their community in many cases.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the followers."

Questioned about whether the authority might compel an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The final option we would consider is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their teams and eventually decline to assume obligation for the coming years."

Owls fans have been demonstrating against the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved could disappear incredibly quickly," the chairman stated.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an financial organization of the elite league.

"Being fully aware of the concern of undermining the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the political party in the past.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
